The following verbs can only be followed by DIRECT OBJECT then TO + INDIRECT OBJECT, for example, I admit MY MISTAKE TO THE TEACHER.
ADMIT, ANNOUNCE, DESCRIBE, EXPLAIN, INTRODUCE, RECOMMEND, REPEAT, REPORT, SAY, SUGGEST.
The other verbs in the exercise can be in this form OR followed by IO DO.
